Have you double-checked that ABRP specifically supports standard Bluetooth connections and not just BLE? Sometimes, it's the simplest things! Try unpairing the device from your phone’s Bluetooth settings and connect it directly through the ABRP app — it needs BLE mode to detect it. Also make sure your vLinker MC+ firmware (2.2.90) is updated and test with Car Scanner to confirm BLE works.
